Block 41 is a City of Vaughan-designated “New Community Area” of approximately 428 hectares, bounded by Kirby Road to the north, Weston Road to the east, Teston Road to the south, and Pine Valley Drive to the west. Its Secondary Plan was adopted by Vaughan Council on October 7, 2019, and a zoning order (Ontario Regulation 644/20) followed in November 2020.

Planning history

The City of Vaughan’s Block 41 New Community Area planning process spanned several years of public consultation and municipal review. Public records reference a Committee of the Whole working session as early as 2016, a Public Hearing report in 2019, adoption of the Secondary Plan by Vaughan Council on October 7, 2019, and continued planning activity through at least 2024–2025, including a “Block 41 Landowners Group – Block Plan Approval” report to Committee of the Whole in September 2024. City of Vaughan records also show TACC Developments (Block 41) Inc. filing an active zoning and subdivision application within Block 41 as of November 2025 — it is unverified whether this is the same development marketed elsewhere as “Bridgelands” or a distinct project sharing the same planning area.

A Secondary Plan is not a sales brochure. It is a municipal policy document that sets the intended land-use structure for a designated area: where residential, mixed-use, parks, schools, and natural heritage systems are meant to go, and how the area is meant to connect to surrounding roads. Adoption on October 7, 2019 is a firm, City-sourced date. It does not mean homes were approved for sale that day, and it does not by itself confirm any marketing name.

Ontario Regulation 644/20, dated November 6, 2020, is the zoning order associated with this planning sequence. Zoning orders sit above ordinary municipal zoning in the hierarchy of land-use instruments. Citing the regulation is useful because it is a public legal instrument; it is not useful as a substitute for a confirmed builder offering. The two facts can be true at once: the City has a Secondary Plan and a zoning order for Block 41, and no builder-owned webpage reviewed for this guide confirms “Bridgelands” as that builder’s own project name.

An earlier 2016 council document cites a slightly larger figure of about 441 hectares. Current City materials used for this guide describe approximately 428 hectares. Both numbers describe a large New Community Area, not a single registered plan of subdivision. Where this site needs one figure for the area’s size, it uses ~428 hectares as the current City-facing number and notes the earlier 441-hectare citation as historical context.

What is already on the land

City of Vaughan records describe what is already on the ground inside Block 41. Active agricultural land remains in production. The Hamlet of Purpleville is an existing rural settlement. Purpleville Estates is an existing residential subdivision. Provincial Greenbelt lands occupy portions of the block. East Purpleville Creek tributaries and valley lands cut through it. Portions of the East Humber Wetland Complex are present. A TransCanada Pipeline compressor station and related infrastructure occupy part of the area.

Those existing features are the reason a hectare count should never be read as a lot count. Greenbelt, valley lands, wetlands, and pipeline corridors are not interchangeable with draft-plan lots. A marketed community associated with Block 41 will be shaped by those constraints whether or not marketing copy dwells on them. This guide names them because the City named them, and because they are the most reliable description of the landscape a future street grid would have to work around.

TACC Developments (Block 41) Inc. is a separately documented applicant. As of November 2025, City planning records show that company with an active Zoning By-law Amendment and Draft Plan of Subdivision application at 11011 and 11031 Pine Valley Drive. Whether that application is the same project third-party sites market as Bridgelands, a component of it, or an entirely separate development inside the same 428-hectare box has not been independently confirmed. This site does not collapse those files into one name.

Transit and highway access — both claims presented

Third-party sources disagree on the nearest GO station: one cites Maple GO Station roughly 10–13 minutes away by car, while another cites Rutherford GO within 15 minutes, alongside the Vaughan Metropolitan Centre subway station (TTC Line 1) roughly 12 minutes south, with an approximately 45-minute subway ride to Union Station and about 5 minutes to York University. Both highway sources agree the area has access to Highway 400, with one specifying access via a recently upgraded four-lane section of Teston Road.

The disagreement over GO stations is not a trivia dispute. Maple GO sits on the Barrie line east of Highway 400. Rutherford GO sits further south on the same corridor. Inside a planning area that runs from Pine Valley Drive to Weston Road and from Teston Road to Kirby Road, the nearest station can change with the origin point. A lot near Weston and Teston is not the same commute as a lot near Pine Valley and Kirby. This site therefore refuses to pick a winner between Maple GO and Rutherford GO. Both claims are attributed, and the true nearest option is described as location-dependent.

Vaughan Metropolitan Centre is a different kind of node: a subway terminus on TTC Line 1, a rapidway bus hub, and a designated urban growth centre rather than a GO parking lot. The third-party claim of roughly 12 minutes south by car, about 45 minutes by subway to Union Station, and about five minutes to York University is useful regional context and remains an unverified travel-time set. Highways 400, 407, and 427 appear in third-party copy as the broader highway envelope; the more specific claim is Highway 400 via Teston Road.

Vaughan’s northern growth pattern

Vaughan has seen sustained residential growth across its New Community Areas, of which Block 41 is one of two currently active (the other, Block 27, sits further east between Keele Street and Jane Street). This reflects a broader municipal pattern of planned greenfield expansion in Vaughan’s north end.

New Community Areas are a City of Vaughan planning category, not a builder brand. They are the places where the official plan directs a large share of greenfield housing. Block 27 and Block 41 are the two names a planning-literate buyer will encounter in that northern belt. They are not interchangeable products. They sit in different quadrants, on different arterial grids, and with different surrounding established communities. Treating “Vaughan new homes 2026” as a single market erases that geography.

Growth also has a servicing sequence. Secondary Plan adoption, a zoning order, block-plan work, individual draft plans, and actual home construction are different steps. The public record for Block 41 shows the first of those steps clearly (2019 adoption, 2020 zoning order) and shows later activity continuing into 2024 and 2025. It does not show a confirmed occupancy date for any project marketed as Bridgelands. A Fall 2026 launch window published by one third-party site is therefore kept in the third-party column, not promoted into a City fact.
